Minutes of the Parish Council meeting, held on Wednesday 6th February 2023 at 6.30pm at Skillington Village Hall.

Present: Cllr R. Wrigley (Chair), Cllrs N. Clark, S. Millington and R. McKee. 
In attendance:  Cllrs D. Bellamy and B. Green (SKDC) and Mrs P. Harrison (Clerk). 

1.       Apologies for absence:   Cllrs R. Grindey, S. Burrows, B Hedley and C. Vernon (LCC).

2.       Notes of the Parish Council meeting on 5th December 2022: Agreed and signed into minutes.

3.       Councillors’ Declarations of Interest:   Cllr N. Clark. (Item 4.3)

4..      Matters arising from the minutes: 

4.1    04.22/11.3   The bridges on Crabtree Lane:  Cllr Grindey received a reply, stating ‘Our structures team have no current concerns over the structural integrity of the bridges.’  This indicates LCC are not willing to undertake any work at present.

4.2     09.22/8.1     Lords Lane:  No more.comments received.  The matter will be kept under review.     RW

4.3     11.22/9.1      Top green tree work:  Cllr Wrigley has received a quote from Bavin’s for this work - £700 + VAT. Cllr Clark has agreed to provide a further quotation.  RW

4.4     11.22/11.1    Hedgehog and 30 mph signs: 30mph signs have been erected. The hedgehog signs have not yet  been ordered.

5.     Planning applications:

5.1      S22/2172     Mrs J McMunn, 1 Sproxton Road: Remove 20 x Leylandii conifer trees – hedge on the boundary of the new plot between plot 2 and Church Cottage, Park Lane.    Withdrawn.

5.2     S22/2245     Mr G Parnell, Shepherds Barn, The Square: Pollarding of cherry-laurel.    Pending consideration.         

5.3     Any late Planning Applications submitted:   None.             

6.    Cemetery:

6.1       Any maintenance or other matters arising:  None.

7.     Payments and Accounts: 

7.1     Bank Balances as at 25th December 2022: 

Virgin Money Store a/c: £551.27 after invoices paid.  
Melton Mowbray Business 100 Day Notice a/c: balance is £15008.49.

8.     Clerk’s Report:   

8.1       Precept:  An increase has been agreed of 2%.

8.2       All the Councillors have been informed about the drop-in sessions being held in the New Year to promote adoption of the Local Government Association’s model Councillor Code of Conduct.  Two Councillors and The Clerk have agreed to go to this meeting on 17th January 2023.

9.     Matters to be discussed at this meeting:

9.1      Potential Play Area site on Stonepit Lane:   Councillors have been asked to go and look at and assess the site.  

10.      District and County Councillor’s Reports: 

Potential trees for Fishwell Close.  Cllr Bellamy informed the PC that any tree packs needed for March delivery, should be ordered by 11th January.  It was decided that as residents’ permission is needed, consultation should take place, with the possibility of planting in the late Autumn.  

SKDC budgets will be available later in the month.  The Council is looking at a £5 increase on Band D properties. 

11. ….Any matters arising at the discretion of the Chairman:  

11.1      Lagoon Smell.  Cllr Grindey has been in touch with the Environment Agency about the Lagoon smell.  If residents have a problem with the smell, please contact the Environment Agency on 0800 807060.
