Request:

1.   Details of the Skillington Parish Council complaint procedure and escalation process.

2.   Copies of all policies relating to the use of the paddock.

3.   Details of how the paddock waiting list is managed, including expressions of interest.

4.   Details of the contract for the paddock.

5.   Details of the ownership of the paddock and any stipulations laid out by the original donor regarding the use of the land.

6.   Full details of the Parish Council’s code of conduct including the code of conduct for councillors and the Chair of the Parish Council.

7.   Copies of all correspondence relating to the current situation with regards the paddock including records of minutes, phone calls, emails and letters. Also to include details about all other expressions of interests and when they were received.

8.   Copies of all decisions made regarding the paddock since 1 March 2023 including who made those decisions.

9.   Declarations of any interests that you, or any member of the Parish Council has with the current tenant and their prospective buyer highlighting any relationships or friendships.

10.   Financial records for the paddock.

 

Decision:

In accordance with Section 1(1)(a) of the Freedom of Information Act 2000, you are advised that Skillington Parish Council does hold information that falls within the description specified in your request.

1.   This is exempt information under S.21 Freedom of Information Act 2000 because it is accessible through the parish council website https://skillington.parish.lincolnshire.gov.uk/council-business/policies-procedures/2

2.   This is exempt information under s.21 Freedom of Information Act 2000 because resolutions relating to the use of the paddock are published in parish council minutes accessible https://skillington.parish.lincolnshire.gov.uk/council-business

3.   No information is held by the parish council relating to a ‘waiting list’.

4.   Draft contract attached.

5.   The paddock is owned by Skillington Parish Council.  The only stipulation by the original donor is not to allow building – apart from temporary ones.

7.   The parish council will collate information and advise in due course when available.
