Notes of the Parish Council meeting held on Monday 1st June 2026 at Skillington Village Hall at 6.30pm.
Present: Cllrs T. Seager (acting Chair), S. Millington, J. Selby, N. Clark, B. Headley, R. McKee, C. Vernon (LCC) and D. Bellamy (SKDC)
In Attendance: Mrs K. Millington, Mr S. and Mrs S. Burroughs, Mr E. Burroughs, Mrs L Page, Mr C. and Mrs S. Clark, Mrs S. Reid, Mr D. Purcell, Mrs J. Cutler, Mr T. Bolter, Mr M. Jackson and P. Harrison (Clerk). Plus two late-comers.
Open Forum
Mrs Reid asked what was happening regarding the applications for the paddock. At present, the notice for this has been withdrawn. Mr Purcell asked about the criteria for objecting to the Cross Swords planning application. He stated there was no P and L information to base judgement on. He asked that the PC formally object to the application for change of use. Cllr Vernon stated that everyone needed to object individually too, as there had been only four objections so far. Emails, phone calls or physically taking a letter are all acceptable, if the planning portal cannot be accessed. Planning application S27/1307 (Thorogood Arms, Marston) was mentioned of a pub which was now run by the community. Cllr Vernon also mentioned the advice and help given by the Community Interest Company and The Plunkett Foundation. Cllr Bellamy stated that the application had been called in , which will ensure it is taken to the Planning Committee. Other comments were made, particularly that the SP6 Community asset should be reworded to Register the Cross Swords Public House as an asset of Community Value. A link will be sent to the Clerk for this.

2. Co-option of New Councillor: Mrs K. Millington left the room. She was proposed by Cllr Seager and seconded by Cllr McKee and the PC agreed to her appointment. She was called back in and given the news.
3. Councillors Declaration of Interest: None.
4. Notes of meeting of the Parish Council meetings on 6th May 2026:
The notes were agreed and signed into minutes.
5. Matters arising from the minutes:
5.1 12.24/11.1 Community Orchard: The last quarter of the SKDC grant has been withheld, as the PC did not want to have SKDC proposed wire fencing. We have received quotes for a galvanised gate.
The Woodland Trust suggest wood chippings round the trees. The sign needs laminating.
5.2 03.26/9.2 Fishwell Close drains: More investigation work will be done between 15th and 19th June.
5.3 04.26/10 Tree stump on the square: Thank you to Cllr B. Green for providing the Rowan Tree and Mr P. Elston for his hard work in getting this planted. This will need watering over coming months.
5.4 05.26/9.4 Cross Swords Pub: The PC has been asked to look into registering the Cross Swords Public House as an asset of Community Value. It agreed to hold an EGM on Monday 15th June.
5.5 05.26/9.5 Memorial plaque on the Green: As this plaque was deemed to have been given PC permission, it will be allowed to remain. However, no further trees or plaques are now allowed, as per our new Village Greens Tree and Shrub Management and protection policy.
5.6 03.26/9.1 Cllr Selby has checked the five village benches. We would like to treat three of the benches and have sufficient for two of them. Has anyone any fence treatment or varnish to donate?
5.7 05.26/13.2 The Paddock: The current tenant has now withdrawn her notice. We will put in place the new application form, when it is finalised, and reduce the amended tenancy to two years.
The subject of the gates added by M. Jackson will be discussed at the next meeting.
6. Planning applications:
6.1 PL/0012/26 Skillington Quarry, Lane to the east and west of Skillington Road, Colsterworth: Variation of planning permission S18/2237 New conditions to which a mineral site is to be subject to amend condition 9 (hours of operation) Status unknown. 6.2 S26/0459 Mr P. Lord, Cotswold Farm, Crabtree Road: Extension to an existing wood chip storage building. Awaiting decision.
6.3 S26/0309 Mrs P. Harrison (Skillington Parish Council): Change of use of agricultural field to extension of cemetery and formation of surfaced footpath. Awaiting decision.
6.4 S26/0798 Mrs C. Wesson, Cross Swords, The Square: Proposed change of use from public house (Sui Generis)to two storey four bedroom dwelling house (C3) with separate annex. Comments
6.5 Any further planning applications. needed by 8.6.26.
7. Cemetery:
7.1 The shed needs some more corrugated sheets: Three quotes are being sought.
7.2 Any maintenance or other matters arising: None.
8. Payments and Accounts:

9. Clerk s Report:
9.1 TRO Church Street, Lords Lane, The Square, Stonepit Lane and Grantham Road (Lincs Comms) between 29.6 and 19.7, plus electrical works, Sproxton Road 26.5 to 1.6.
10. Matters to be discussed at this meeting:
11. District and County Councillor s Reports: The SKDC and LCC Councillors left the meeting at 7.15pm. They will report next month.
12. Any matters arising at the discretion of the Chair:
The meeting was closed at 8.35 pm.
The next meeting of the Parish Council is an Extraordinary General Meeting and will be held on Monday 15th June 2026 at 6.30pm. It will be held at Skillington Village Hall.
