Notes of the Parish Council meeting held on Monday 6th October 2025 at Skillington Village Hall at 6.30pm.
Present: Cllrs A. Clark, E. Clark, B. Hedley,
In Attendance: Mr S. and Mrs K. Millington. P. Harrison (Clerk).
Open Forum: Mr and Mrs Millington noted that the Colsterworth Road sign is blocked by the dog bin. This needs to be fastened properly.
1. Apologies for absence: Cllrs P. Elston, N. Clark, R. McKee, C. Vernon (LCC), D. Bellamy and B. Green (SKDC).
2. Councillors’ Declaration of Interest: None.
3. Notes of meeting of the Parish Council meeting on 1st September 2025: Agreed and signed into minutes.
4. Matters arising from the minutes:
4.1 12.24/11.1 Community Orchard/paddock: The covenant/lease issue has been examined. It does not preclude a small community orchard. Cllr Green will be asked for advice. 4.2 07.25/11.3 Proposed Play area: Minutes of the meetings will be added in due course.
5. Planning applications:
5.1 S25/1811 L Savage, 6 Chapel Row: Section 211 Notice to fell Ash tree.
5.2 Any new planning applications: None.
6. Cemetery:
6.1 Any maintenance or other matters arising: The shed bolt is not working and the water butt is not filling. The Chair looked at the water butt – the drainpipe is not long enough, so a further piece needs adding. He will look again at the shed bolt, to see if he can mend it.
7. Payments and Accounts:

7.4 The Clerk will arrange the six-month audit.
8. Clerk’s Report:
8.1 Grass cutting quotations were renegotiated in March 2023, but the note on the minutes does not show this. It has been altered.
8.2 Bench on the Square: Councillors have inspected the bench which David Raes has kindly mended. However, other parts of the 20-year-old bench are rotting, so we need to look at the situation regarding it's continuing safety and insurance.
8.3 Councillor resignation: Cllr Jackson has sent in his resignation. The Clerk will contact SKDC about the new vacancy. We would like to record our thanks to him for his service on the Parish Council.
8.4 Website: Councillors were asked to look to see if everything is up to date on the website, which it is. The website address will be enlarged and added to the notice board - https://skillington.parish.lincolnshire.gov.uk
8.5 A letter was received regarding winter grit. The Chair will audit the grit bins.
8.6 Councillor Training: Cllrs A. and E. Clark and Hedley are booked in for training. Cllr Elston will be contacted to book in for training.
9. Matters to be discussed at this meeting:
10. District and County Councillor’s Reports: Nothing to report.
11. Any matters arising at the discretion of the Chair:
11.1 The Chair thought about preparations for the winter. We considered that the Methodist Church would be a very suitable and central place to store it. We need to ask their permission, then buy a storage-box, to help preserve it better.
The meeting was closed at 7.15 pm.
The next meeting of the Parish Council will be held on Monday 3rd November 2025 at 6.30pm. It will be held at Skillington Village Hall.
