Notes of the Parish Council meeting held on Monday 2nd June 2025 at Skillington Village Hall at 6.30pm.        
Present:  Cllrs N. Clark, A. Clark, E. Clark, B. Hedley, P. Elston, R. McKee, D. Bellamy (SKDC), C. Vernon (LCC).                  
In Attendance:  Mrs P. Harrison (Clerk).

1.       Apologies for absence:  Cllrs M. Jackson and B. Green (SKDC)

2.       Councillors’ Declaration of Interest:  None.

3.       Notes of meeting of the Parish Council AGM on 7th May 2025:  Agreed and signed into minutes.  

4.       Matters arising from the minutes: 
          4.1       12.24/11.1   Community Orchard:  Councillors met and reviewed the size needed. Cllr N. Clark offered to provide some fencing.  We need to wait until October or November for the trees.
          4.2       05.25/8.1     Clerk’s Appraisal:  Cllr Hedley has agreed to perform the appraisal.
          4.3       05.25/12.2   Paddock request:  A flurry of emails have been received showing concern about this request. The Clerk will send details of the Covenant and the rental lease to the Councillors, to enable an                                                      informed decision to be made.
                     
5.    Planning applications:
          5.1      Any new planning applications:  None.
                    
  6.   Cemetery:                                            
             6.1          Infestation of ants:  Cllr N. Clark has treated the area twice, which should reduce the population.
             6.2           Cemetery extension:  Cllr N. Clark and his son have fenced, and a group of Councillors helped to plant part of the hedge.  This will be completed in the Autumn.
             6.3           Any maintenance or other matters arising: We will ask BDG Mowing to mow the new area.

   7.   Payments and Accounts:                    
            7.1    Bank Balances as at 25th May 2025: 
                    Virgin Money a/c: £3779.78 after invoices paid.
                    Melton Mowbray Business 100 Day Notice a/c: £12156.18.
          7.2    Income received in May: None.

            7.4    The annual audit was completed.     
8.   Clerk’s Report:  The Clerk has nothing to report.

9.   Matters to be discussed at this meeting:   
       9.1      The flooding in the garden of a house on Buckminster Lane:  Cllr Vernon has asked to be sent the video.
       9.2      The Fish Well:  The Clerk will contact the Mason to try and bring it forward.
       9.3      A Memorial bench on the Square is broken.  The Clerk will try and contact the original donors.
       9.4      Cllr A. Clark reported that Mr Murdoch has agreed to a small amount of tidying up the Pill Box to preserve it, but doesn’t want it repairing.
10.  District and County Councillor’s Reports: 
         Cllr Vernon is pleased to have been re-elected to the LCC.  She has been given literature on Fraud Prevention,  which was handed out.  Cllr Bellamy stated that the Local Plan doesn’t affect Skillington, but he will                    know more after a planning meeting this coming week.
                
11.  Any matters arising at the discretion of the Chair: 
       11.1    Cllr A. Clark has asked LCC to look at a 20 mph speed limit on certain roads, also to look at HGV restrictions.
       11.2     Cllr A. Clark will contact Steph Burrows, as she had previously researched the feasibility of  a possible play  area.
     
The meeting was closed at 7.15 pm.


The next meeting of the Parish Council will be held on Monday 7th July 2025 at 6.30pm.  It will be held at Skillington Village Hall.
