Notes of the Parish Council meeting held on Monday 3rd November 2025 at Skillington Village Hall at 6.30pm.    
    
Present:  Cllrs N. Clark, E. Clark, B. Hedley (acting Chair), D. Bellamy (SKDC).        
In Attendance:  P. Harrison (Clerk).

1.       Apologies for absence:  Cllrs P. Elston, A. Clark,  R. McKee, C. Vernon (LCC) and B. Green (SKDC).
2.       Councillors’ Declaration of Interest:  None.

3.       Notes of meeting of the Parish Council meeting on 6th October 2025:  Agreed and signed into minutes.  

4.       Matters arising from the minutes: 
          4.1       12.24/11.1  Community Orchard/paddock:  The PC agreed on 5 small fruit trees: a combination of eating apple, pear, plum and cherry.
          4.2       07.25/11.3   Proposed Play area:  Minutes of the meetings have been finalised and will be added to the website in due course.       
 5.    Planning applications:
         5.1         S25/1811   L Savage, 6 Chapel Row:  Section 211 Notice to fell Ash tree.                                 No objections.
         5.2       Any new planning applications:  None.                                                                                              
                    
  6.   Cemetery:                                            
          6.1      Any maintenance or other matters arising: The shed bolt has kindly been mended by Stuart Millington.  Our thanks go to him and Kate for also trimming the climbers and generally tidying up the cemetery Cllr                         A. Clark looked at the water butt – the drainpipe is not long enough, so a further piece needs adding.
   7.   Payments and Accounts:                    
            7.1    Bank Balances as at 25th October 2025: 
                     Virgin Money a/c:  £46.90 after invoices paid.
                     Melton Mowbray Business 100 Day Notice a/c: £12156.18.
           7.2    Income received in October: None.           
           7.3    Invoices due for payment on 31st October:

           7.4     The six-month audit is currently being undertaken.

            8.   Clerk’s Report:  
                  8.1         Councillor resignation:  Cllr Elston has sent in his resignation.  The Clerk will contact SKDC about the new vacancy.  We would like to record our thanks to him for his service on the Parish Council.
                  8.2         Winter grit:  A bag has been ordered, to be stored near the current Chapel grit bin.  The Chair will audit the grit bins.
                  8.3         Road closure:  Buckminster Lane will be closed for all or part of the period 8.12.25 to 23.1.26 for 300  metres either side of the Cringle Brook culvert, for its reconstruction.
  
           9.    Matters to be discussed at this meeting:    
       
         10.   District and County Councillor’s Reports:  Cllr Bellamy commented that the Local Government reorganisation has named various ways the area could be split, with LCC preferring a North/South divide. This                        may happen as soon as 2028, but agreement still needs to be made.  Cllr Hedley commented on how much  the contributions of our SKDC and LCC representatives were appreciated and thanked them for                         all their work.
                
         11.    Any matters arising at the discretion of the Chair: 
                   11.1     We need to find out about insurance liabilities with regard to the repaired bench.  A LALC internal  audit will take place.  There were some very nice comments about the poppies round the village.
    
The meeting was closed at 7.10 pm.

The next meeting of the Parish Council will be held on Monday 1st December 2025 at 6.30pm.  It will be held at Skillington Village Hall.
