Minutes of the Parish Council meeting held on Monday 4th March 2024 at 6.30pm at Skillington Village Hall.         

Present: Cllr R. Wrigley (Chair), Cllrs N. Clark, B. Hedley, P Elston and R McKee.  

In Attendance: Mrs P. Harrison (Clerk).

1.       Apologies for absence:  Cllrs R. Grindey, A. Clark, C. Vernon (LCC), B. Green and D. Bellamy (SKDC).                          

2.       Councillors’ Declaration of Interest:  None.

3.       Notes of meeting of the Parish Council on 5th February 2024:  Agreed and signed into minutes.  

4.       Matters arising from the minutes: 

4.1    09.23/11.3     Rubbish accumulating outside the new houses:  The Chair contacted the owners, who have   agreed to clear the rubbish.  White stones have been placed on the Top Green to deter parking and corner cutting.

4.2     02.24/9.1      Skillington Life website:  No village interest so far.  Progress made with LALC to split the website, which will cost around  £170. The PC has agreed to bear this cost.

4.3     02.24/11.3     TRO regarding The Drift: The consultation is ongoing.

4.4     02.24/11.5     Mirror for Colsterworth Road and Grantham Road junction: LCC Highways has refused this request.

4.5     12.23/11.5     Blocked drains:  The LCC response will be circulated to Councillors.

5.    Planning applications:

5.1     S24/0114      Mr P Lord, Cotswold Farm, Crabtree Lane: Installation of solar PV to provide clean energy and reduce carbon emissions. Pending consideration.

5.2      S24/0327     Telecoms Notification, Colsterworth Road:  Upgrade Telecommunications Infrastructure. No objections.

5.3       Discussion regarding the proposed Biomass plant at Sewstern:  The Chair will circulate details of the public response at Sewstern.

5.4       Any further planning applications: None.

6.   Cemetery:

6.1   Review of charges: The charges will be sent round for consultation.

6.2   Infestation of ants:  The Clerk is to contact pest control companies.

6.3  Cemetery extension:  The PC has agreed to use Pert and Malim Solicitors, who needs payment of around £2000 for costs of Mr W. Murdoch’s solicitors. This was approved.  The PC has agreed to wait on the Precept payment,.before transferring funds.

6.4          Any maintenance or other matters arising:  None.

7.   Payments and Accounts:

7.1    Bank Balances as at 25th February 2024: 

Virgin Money a/c: £1638.98  after invoices paid.
Melton Mowbray Business 100 Day Notice a/c: £15048.65.

7.3      Invoices due for payment in February:

7.4         The Clerk is in the process of removing a signature from the MMBS account.  The current signatories are Cllrs R. Wrigley (Chair), R. Grindey (Vice-Chair) and N. Clark.  Mrs P Harrison (Clerk) is also named on the account.

8.   Clerk’s Report:   

8.1       A leaflet regarding Electric charging points was received, but there are few suitable places to house one.

8.2        The Police Safer Together notification has been received.

8.3         The Paddock:  Notice has been given to quit from 1st May.  A new tenant has approached the PC.  It was agreed to increase the rent to £600 p/a.

9.   Matters to be discussed at this meeting:   None.

10.  District and County Councillor’s Reports: 

Cllr Bellamy asked if the LINK below could be noted.  This is a supplement from last week’s SKDC meeting to decide the budget. It includes an example of Council Tax rises on a typical band D property. It also gives the percentage rises for each individual cost centre LCC/SKDC/ PCC.

11.  Any matters arising at the discretion of the Chairman: 

11.1     Buckminster Estate has confirmed that the covenant on the Paddock belonging to John Stoneman will not be removed.

The meeting was closed at 7.10pm.

The next meeting of the Parish Council will be the Annual Parish Meeting, which will be held on Wednesday 3rd April 2024 at 6.30pm.  It will be held at Skillington Village Hall and will be followed by the Parish Council Meeting.
