Minutes of the Parish Council meeting held on Monday 3rd June 2024 at Skillington Village Hall at 6.30pm.

Present: Cllrs N. Clark, A. Clark, B. Hedley, R. McKee, P Elston, C. Vernon (LCC), and D. Bellamy (SKDC).

In Attendance: Miss T. Seager (resident) Mrs P. Harrison (Clerk).

Miss Seager asked a question regarding the excessive amount of traffic being diverted through the village, when the  A1 is closed. Cllr Vernon is gathering views from local villages to submit to a working party. Cllr Bellamy suggested the PC write a letter, to be sent after the General Election.

2.   Councillors’ Declaration of Interest: None.

3.   Notes of meeting of the Parish Council on 1st May 2024: Agreed and signed into minutes.

4.   Matters arising from the minutes:

4.1   02.24/9.1      Skillington Life website: The new website is now live. The link is https://skillington.parish.lincolnshire.gov.uk

5.   Planning applications:

5.1   S24/0567   Mr G. Parnell, Shepherds Barn, The Square: Section 211 notice to fell and replace 15 Leyland Cypress trees.   Work allowed.

5.2   Any further planning applications: None.

6.   Cemetery:

6.1   Infestation of ants: The Clerk agreed to buy some ant powder. Cllrs N. and A. Clark agreed to apply it.

6.2   Cemetery extension: The Chair and Clerk will make an appointment to see Pert and Malim, Solicitors.

6.3   Any maintenance or other matters arising: None.

7.   Payments and Accounts:

7.1   Bank Balances as at 25th May 2024:

7.4   The end of year Audit has taken place.

8.   Clerk’s Report:

8.1   Paddock:  Having taken advice on horse welfare, we would prefer the tenancy to remain with someone with one horse only, who is also in the immediate vicinity of the Paddock.

8.2   Complaint: A complaint ha been made regarding the Paddock. Our Complaints procedure has been activated.

9.   Matters to be discussed at this meeting:

9.1   It was agreed that the PC should pay for a further three hours of computer website time, to enable Agendas, Minutes and Audit documents to be posted.

10.   District and County Councillor’s Reports:

Cllr Vernon informed the PC about Operation Snap, with which residents can inform on dangerous or very fast driving. People would be sent a warning letter to help calm traffic in villages. More information will be sent. Also mentioned was an Emergency Planning Group, who are looking for volunteers. This will help neighbouring villagers during times of extreme situations, such as flooding. Cllr A. Clark mentioned that LCAT is the Lincs Community Assistance Team, which assists in emergency situations.

Cllr Bellamy noted that the Local Plan review consultation has closed. He reported a good response. Grantham now has its own Town Council.

11.   Any matters arising at the discretion of the Chairman:

11.1   Cllr McKee commented at the length of grass on the crossroads out of the village towards Colsterworth.

This is not in the PC’s mowing area, so needs reporting to Highways.

The meeting was closed at 7.20pm.

The next meeting of the Parish Council will be held on Monday 1st July 2024 at 6.30pm. It will be held at Skillington Village Hall.
