SKILLINGTON PARISH COUNCIL

Notes of the Parish Council meeting held on Monday 2nd December 2024 at Skillington Village Hall at 6.30pm.        

Present:  Cllrs N. Clark, A. Clark, B. Hedley, M. Jackson, P. Elston, E. Clark, D Bellamy (SKDC) C. Vernon (LCC).                  
In Attendance:  Mrs P. Harrison (Clerk).

1.       Apologies for absence:  Cllr R. McKee and B. Green (SKDC)

2.       Councillors’ Declaration of Interest:  None.

3.       Notes of meeting of the Parish Council on 4th November 2024:  Agreed and signed into minutes.  

4.       Matters arising from the minutes: 
          4.1   Councillors met on Saturday 23rd November at 10am, see 6.1.
          4.2   Five grit bins have been checked and they are all full.  The last one to check is Stonepit Lane/ Buckminster Lane.
          
5.       Planning applications:
          5.1      Any new planning applications: None.                        

  6.     Cemetery:                                            
          6.1         Infestation of ants:  There is still an ant infestation.  There are now no chemical insecticides which may be used.  Rolling may help and nematodes may be used in the spring, …………………
          6.2         Cemetery extension:  The Clerk has had the proposed transfer document.  We need to consider what to do with the current back hedge, which will be in the middle of the two areas.
          6.3         Any maintenance or other matters arising:  Thank you to the Councillors who edged the path, to make an extra 18 inches all the way along its length. We may need to scrape the path.  Also for the bench clean. We hope the Councillors dried out after the torrential rain.

7.       Payments and Accounts:                    
          7.1    Bank Balances as at 25th November 2024: 
                   Virgin Money a/c: £62.87  after invoices paid.
                   Melton Mowbray Business 100 Day Notice a/c: £15084.44.

      7.4          The half-yearly audit has taken place.
      7.5          The Budget was sent round.  Cllr N. Clark proposed and Cllr E. Clark seconded a proposal to increase the precept by 2%.  The Councillors all agreed this proposal.
      7.6          Notice has been given to transfer £3000 from the MMBS account.

8.   Clerk’s Report:   
       8.1       SKDC are holding Design Code stalls in Grantham, Stamford and Bourne markets, which will make people aware of the knock-on effect of new Climate Change building regulations.
      
9.   Matters to be discussed at this meeting:   
       9.1      A1 meeting with our MP: Cllr Vernon and others attended the meeting.  MP Alicia Kearns is very keen for some action on this section of A1 and a petition has been going round the village.  Cllr Bellamy will be on Radio Lincolnshire on 3.12 regarding this topic.
      9.2       Residents should check to see if the reported streetlights have been mended.

10.  District and County Councillor’s Reports: 
          Cllr Bellamy will chase our Prosperity Fund application.  
          Cllr Vernon asked that we ensure we have an Emergency Plan.  This sometimes enables the village to be covered by insurance, when an emergency occurs.  This may be for flood or power cut issues.  A link will be sent to the Clerk.
          The Local Plan review has been put on hold until all the Government’s new homes aim is finalised.

11.  Any matters arising at the discretion of the Chair: 
        11.1     Cllr Elston asked about the size of area needed for a conservation orchard.  We may only need a small area near to the gate and not all the previously planned strip with the current trees included.
        11.2    Cllr Hedley informed the PC that Warm Space is in operation at the Methodist Church on Tuesdays from 11am and the Church will be open until dusk.
        11.3     The Chair will post a message on the village WhatsApp group, regarding Skillington Life and the new website.
        11.4     The PC has had difficulties in accessing the Village Hall in a timely manner.  Cllr Elston will ask about a key.

The meeting was closed at 7.25 pm.


The next meeting of the Parish Council will be held on Monday 3rd February 2025 at 6.30pm.  It will be held at Skillington Village Hall.

Please note there will be no meeting in January.
