Notes of the Parish Council meeting held on Monday 7th October 2024 at Skillington Village Hall at 6.30pm.       

 

Present:  Cllrs N. Clark, A. Clark, B. Hedley (Acting Chair), P. Elston, C Vernon (LCC).                 

In Attendance:   Mr M Jackson and  Mrs P. Harrison (Clerk).

 

1.       Apologies for absence:  Cllrs R. McKee, D. Bellamy and B. Green (SKDC)  

 

2.       Councillors’ Declaration of Interest:  None.
 

3.       Notes of meeting of the Parish Council on 2nd September 2024:  Agreed and signed into minutes. 
 

4.       Matters arising from the minutes:

          4.1   Councillors will meet on a convenient Saturday, to clean the bench and trim the Cemetery path.

          4.2   Cllr Hedley asked the two prospective Chairmen to leave the room.  A vote was taken and Cllr Adrian Clark ……………..was duly elected Chair.  There was one nomination for Vice-Chair.  It was agreed to appoint Cllr Paul Elston. 

                  We have had one nomination for the position of Parish Councillor.  It was agreed to appoint Mike Jackson.

                  Richard Wrigley and Rory Grindey were duly thanked for all their hard work.

   

5.    Planning applications:

          5.1    S24/1391  Mr S Close, Housesmartins, 3 Fish Well Close:  Section 211 notice for removal of Ash Tree.   

          5.2     Any new planning applications: None.                                                                                                  Work allowed.


  6.   Cemetery:                                                      

          6.1         Infestation of ants:  There is still red ant infestation, which needs more expert treatment.  A quote will be …………………..sought.

             6.2           Cemetery extension:  The deposit cheque has been signed and will be sent to Pert and Malim, Solicitors.

             6.3           Any maintenance or other matters arising:  See 4.1.

 

   7.   Payments and Accounts: ­­                  

            7.1    Bank Balances as at 25th September 2024:

                  Virgin Money a/c: £679.33  after invoices paid.

                  Melton Mowbray Business 100 Day Notice a/c: £15084.44.

      7.4          The Clerk will arrange the half-yearly audit.

      7.5          Cllrs Hedley and A. Clark will be added to the accounts and ex-Cllrs Wrigley and Grindey taken off.

 

8.   Clerk’s Report:  
       8.1       The temporary road closure on The Drift will be in place until 25th October.

       8.2         The application for funding towards a new General Notice Board has been made.

         8.3            Limited free car parking is available before Christmas in South Kesteven, to encourage shoppers.

         8.4          There may be delays in the posting of some items to the website, due to the sudden death of the website   ……………….manager.  The position has now been filled, but with reduced hours.

         8.5         The dog bins have been emptied.

       8.6         The paddock project has been temporarily postponed, due to spiralling costs.   A query regarding keeping ……………….sheep on the paddock was raised.  The paddock would be unsuitable for sheep.

     

9.   Matters to be discussed at this meeting:   

       9.1    There is still one vacancy for a Parish Councillor.

 

10.  District and County Councillor’s Reports:

         Cllr Vernon reported that Devolution is going ahead.  Voting will take place for a Mayor in May next year.

          People are encouraged to claim for Pension Tax Credits, if they are eligible.  This will then qualify them for  ……….the Winter Fuel Allowance.

          We should raise awareness of the Warm Space initiative taking place on Tuesdays in the Methodist Church.  This   ……….runs alongside the Tuesday Chat.

          A1 campaign:  There will be a meeting in Colsterworth, in due course.  This will be to ask for local views.  It was  ……….noted how dangerous the junction is at Great Ponton.  There are no plans to reduce the Stamford buses.

          The Parish Councillors might need to look to having separate PC email addresses, to assist with any future GDPR ……….requests.  A query regarding the frequency of meetings was made, whether we need one monthly.

 

11.  Any matters arising at the discretion of the Chair:

        11.1     It was noted that there are lorries driving too fast through the village to Sproxton Road.

        11.2     A comment was made about how nice it was to see children back on the school buses.

        11.3     Further thanks were extended to the work of Richard Wrigley and Rory Grindey.

        

The meeting was closed at 7.15 pm.

 

The next meeting of the Parish Council will be held on Monday 4th November 2024 at 6.30pm.  It will be held at Skillington Village Hall.
