Minutes of the Parish Council Meeting.Notes of the Parish Council meeting held on Wednesday 3rd April 2024 following the APM at Skillington Village Hall.         

Present: Cllr R. Wrigley (Chair), Cllrs N. Clark, A. Clark, B. Hedley, C. Vernon (LCC), B. Green and D. Bellamy (SKDC).

In Attendance: Mr D. Beecher (resident) Mrs P. Harrison (Clerk).

1.   Apologies for absence:  Cllrs R. Grindey, P Elston and R McKee

2.   Councillors’ Declaration of Interest:  None.

3.   Notes of meeting of the Parish Council on 4th March 2024:  Agreed and signed into minutes.  

4.   Matters arising from the minutes: 

4.1   09.23/11.3     Rubbish accumulating outside the new houses:  This appears to have gone.

4.2   02.24/9.1      Skillington Life website:  The PC is in contact with LALC.

4.3   02.24/11.3     TRO regarding The Drift: The consultation Is still open.

5.   Planning applications:

5.1   S24/0114      Mr P Lord, Cotswold Farm, Crabtree Lane: Installation of solar PV to provide clean energy and reduce carbon emissions. Approved  12.3.24.

5.2   S24/0416       Mr D Scott, Albion House, Colsterworth Road:  Two storey side extension.  No objections.

5.3   Any further planning applications: None.

6.   Cemetery.

6.1   Review of charges: The charges were sent round.  The Chair proposed that they remain the same.  This was seconded by Cllr A. Clark and was agreed.

6.2   Infestation of ants:  The Chair and Clerk looked at the anthills.  Some suggestions were made as to how they.could be removed. 

6.3   Cemetery extension:  The PC will make an appointment to see Pert and Malim, Solicitors.

6.4   Any maintenance or other matters arising:  None.

7.   Payments and Accounts: ¬¬                   

7.1    Bank Balances as at 25th March 2024: 

Virgin Money a/c: £586.93  after invoices paid.

8.   Clerk’s Report:   

8.1   SKDC has asked whether the PC would like a framed picture of Charles III:  It was agreed to obtain one.

8.2   The MMBS has requested that signatories to the account need to resign.

9.   Matters to be discussed at this meeting:   

9.1    A proposal has been made by Cllr Hedley and seconded by Cllr A. Clark to begin looking into making part of the paddock into a Community Orchard.

10.  District and County Councillor’s Reports: 

This was taken first, as Cllrs Vernon, Green and Bellamy had to leave the meeting early

Cllr Vernon stated that the LCC devolution has gone through at County level and should be implemented by 2025.  She recommended residents to sign up to the Lincolshshire.gov.uk website and to the visitlincolnshire.com

It contains newly created walking and cycling pages to download and print out.  There is a Good Citizen award and nominations are open.

Cllr Green added that there is a £60k addition to the budget to help cleaning the A1. The Silver bin non-collection policy cost £7000 to implement.

Cllr Bellamy noted that the deadline for the Local Plan review consultation was 23rd April.  He will alert us if there is anything which affects small villages.

11.  Any matters arising at the discretion of the Chairman: 

11.1     Cllr A. Clark asked to appeal the Highways refusal of a mirror and asked if the PC could know why it was refused.  It may be better to put it on a separate pole.

The meeting was closed at 7.45pm.

The next meeting of the Parish Council will be the Annual General Meeting, which will be held on Wednesday 1st May 2024 at 6.30pm.  It will be held at Skillington Village Hall.
