Minutes of the Parish Council meeting held on Monday 2nd September 2024 at Skillington Village Hall at 6.30pm.
Present: Cllrs R. Wrigley, N. Clark, A. Clark, B. Hedley, D. Bellamy and B. Green (SKDC).
In Attendance: and Mrs H. Cleaver Mrs P. Harrison (Clerk).
Mrs Cleaver had noticed that the Cemetery path is becoming very overgrown. The bench also needs cleaning. She also mentioned that the paddock is overgrown – these are all noted and will be addressed.
1. Apologies for absence: Cllrs R. Grindey, R. McKee, P. Elston and C. Vernon (LCC)
2. Councillors’ Declaration of Interest: None.
3. Notes of meeting of the Parish Council on 8th July 2024: Agreed and signed into minutes.
4. Matters arising from the minutes: None.
5. Planning applications:
5.1 S24/1113 Mr M Chester, St James’s Church Park Lane: Section 211 notice to crown lift Taxus Baccata to a maximum of 6m, 5m over road only. No objections.
5.2 S24/1391 Mr S Close, Housesmartins, 3 Fish Well Close: Section 211 notice for removal of Ash Tree.
5.3 Any new planning applications: None. No objections.
6. Cemetery:
6.1 Infestation of ants: Cllr A. Clark was provided with ant powder has applied it where needed. Both he and Cllr N. Clark were thanked. There is still red ant infestation, which needs more expert treatment.
6.2 Cemetery extension: The Chair and Clerk have made an appointment to see Pert and Malim, Solicitors.
6.3 Any maintenance or other matters arising: Path and bench need attention (as above)
7. Payments and Accounts: ¬¬
7.1 Bank Balances as at 25th August 2024:
Virgin Money a/c: £2792.37 after invoices paid.

8.1 Paddock: The Chair has had a quotation for trimming two trees and felling two trees, and two quotations for fencing for the potential Community Orchard, but both fencing quotes come in at more than the £1500 grant limit. The final deadline is 27th September. The Chair will speak to the tenants. Nearby residents are for the scheme. Cllr A. Clark has agreed to occasionally mow it. The PC has voted in favour of proceeding with this.
8.2 DPI forms – The Clerk has requested any further DPI forms, for submission to SKDC.
9. Matters to be discussed at this meeting:
9.1 There have been reports of tacks being scattered along The Drift.
9.2 It has been reported that the Lagoon is smelling again. Residents could report this to the Environment Agency.
10. District and County Councillor’s Reports:
Cllr Green reported that finally, there will be work on the Viking Way. He thanked our Chair and the late Bob Adams for all their support over many years. Work will take place up to 25th October.
The battery collection will begin, with clear bags being accepted on top of any bin.
Cllr Bellamy reported that the Local plan review, which is in consultation, have now to build a further 20% more houses, with pressure to build more social and affordable housing. The £2 bus fare scheme is being dropped.
11. Any matters arising at the discretion of the Chair:
11.1 It has been noted how popular the Stamford bus is. Can the District Councillors look into its continuance?
11.2 Progress on the Notice Board (using the Shared Prosperity Fund). Three quotes are needed.
11.3 Fly tipping on Buckminster Lane has been reported. Cllr Clark also reported a mattress on Crabtree Lane. Fly tipping cannot be reported on Fix My Street, but using the link on the SKDC website. It is helpful to take a photograph and use the ‘What three words’ to locate the precise place.
11.4 The Chair tended his resignation. Cllr Hedley thanked him for all his work, as did Cllr Green. Cllr Wrigley thanked the Clerk for her help too. R. McKee has agreed to become another Bank signatory. The Clerk will contact the other Councillors to enquire if any would like to take over as Chair. SKDC will be informed about the resignation, also regarding Cllr Grindey, who now has not attended for more than six meetings.
The meeting was closed at 7.45 pm.
The next meeting of the Parish Council will be held on Monday 7th October 2024 at 6.30pm. It will be held at Skillington Village Hall.
